Chiltern & South Bucks HS2 Information Page

The High Speed Two Railway will be built after receiving Royal Assent in Parliament, significantly affecting the districts. Chiltern & South Bucks District Councils have created this website to keep residents and interested parties informed over the next 6 years.

We will provide information and updates on the panels which were formalised through a legal assurance attained through petitioning in the Houses of Parliament. These are the Chilterns AONB Review Group and the Colne Valley Regional Park Panel.

We will also provide information on the two types of applications that the Local Planning Authority will be receiving over the next 6 years. These are called Schedule 17 consent approval applications and Section 61 construction applications.

Finally, we will provide information and updates on the Community and Business Funds which HS2 are providing to local communities and businesses to apply for over the next 11 years.

Latest updates


New CEF and BLEF Grant Awards in Chiltern District

HS2 have awarded a Community and Environment Funding (CEF) and a Business and Local Economy Funding (BLEF) grant to projects in Chiltern district.

  • CEF - Little Missenden Parish Council have received a grant worth £28,000 for improvements to the Little Kingshill Playground, including multiple new access points and sensory elements

  • BLEF - Chilterns Conservation Board have been awarded £120,303 for their project entitled ‘Open for Business - Promoting tourism in the central Chilterns corridor.’ This three year initiative aims to maintain and build on a vibrant visitor economy despite the disruption caused by HS2’s construction

Notice of Schedule 17 Application

HS2 have submitted a Schedule 17 application for land spanning across Three Rivers and South Bucks districts.

  • Reference: PL/19/1782/HS2

  • Location: Land to the east of Tilehouse Lane and Colne Valley North Embankment

  • Proposal: Request for approval of plans and specifications under Schedule 17 to the High Speed Rail (London - West Midlands) Act 2017 for earthworks at south cutting, Tilehouse Lane Cutting and the Colne Valley viaduct north embankment

Notice of Works - Road resurfacing Hornhill Road

Parts of Hornhill Road will be closed to allow for resurfacing works to take place. These works will be between 9:30am and 4pm from Monday 24th June to Friday 28th June. The road will be closed between Shire Lane and Woodland Road during these times, and a diversion route will be in place.

HS2 Pop-up Stall coming to Amersham - 11th June 2019

HS2 will be setting up a pop-up engagement stall on King George V Playing Fields in Amersham on Tuesday 11th June.

This mobile event trailer will be situated there from 10am to 7pm, and will provide information on access to skills/training, applying for CEF/BLEF funding, opportunities for local businesses and how to keep in touch.

Update on Community and Business Funds

HS2 have provided an update on the projects that have received grants from the Community and Environment Fund (CEF) and the Business and Local Economy Fund (BLEF).

The funds are awarded to projects based in areas adversely affected by the construction of HS2 and are deemed to provide benefits to local communities or businesses.

To date, £3.5 million has been awarded to a total of 62 projects. Of this total £1,342,253 has gone to projects based in Buckinghamshire. The latest Bucks-based grant went to Ballinger Waggoners Cricket Club, who received £4,540 to recruit a female coach.

Members of the public are invited to attend the HS2 Community Liaison Forum at the South Bucks District Council Offices on Tuesday 21st May. HS2 and their contractors will give presentations on the current work programme and future plans for the local area. There will also be an update from the Colne Valley Regional Park Panel.

This is an opportunity to hear directly from the contractors, to understand their approach to the work and to ask questions to the experts delivering the work on the ground.

HS2 Community Engagement Events on Colne Valley Viaduct

HS2 will be holding five events across Herts and South Bucks for the local communities to find out more about the design, landscaping and construction of the Colne Valley Viaduct. For South Bucks, these will take place in Ickenham and Denham. Details of all five events are as follows:

Notice of Works - National Grid pylon ground investigations between Great Missenden and Aylesbury

National Grid will be carrying out the following works between Great Missenden and Aylesbury, starting at the end of April and lasting approximately four weeks.

  • Surveys of pylon locations

  • Move and raise the height of a line of electricity pylons at four separate locations

HS2 Community Engagement Progress Report released

HS2 have published a public report documenting their progress in engaging with local communities affected by works. The report covers the 6 month period of July to December 2018, featuring case studies and Helpdesk data outlining complaints received and how they were dealt with.

Chiltern District Council HS2 Community Liaison Forum - HS2 Follow Up

At the Community Liaison Forum held on the 25th March, the following question was raised about the River Misbourne’s aquifer:

What effect will construction have on the River Misbourne? Apart from the value of the River as a big component of this Area of Outstanding Natural Beauty there is concern that damage to the aquifer could result in extreme results such as area flooding or that the River might permanently run dry.

HS2 have now provided the following as a response:

HS2 fully acknowledges the concerns people may have when major construction projects are planned, and we understand the entirely reasonable questions about our interaction with the water environment. In accordance with our environmental obligations, we are committed to positively supporting and enhancing the natural environment, of which HS2 will be an integral part.  We must ensure that project design supports the continued supply of high quality drinking water from the Chalk aquifer and the health of dependent rivers such as the Misbourne.

As you have noted, extensive ground investigation has been carried out in recent years, which provides essential information for the design of the railway and the construction techniques employed. Those investigations are ongoing and continue to inform the optimal design for engineering and, crucially, for environmental protection.

The Environment Agency, as the environmental regulator, will not give its approval for any part of the proposed route to be developed until it is satisfied that HS2 has fully identified, and set out acceptable mitigation against, potential impacts and risks to both surface waters and groundwater from the construction and operation of the railway line. Further to that, please be assured that it is not in HS2’s interest to embark on construction activities until such risks are sufficiently mitigated, both in terms of ensuring that we discharge our obligations to the environment and stakeholders, and in order to ensure that construction can progress in a safe and efficient way.


Chiltern District Council HS2 Community Liaison Forum - 25th March 2019

A healthy turnout of 58 residents attended Chiltern District Council’s HS2 Community Liaison Forum on Monday 25th March. Speakers from HS2 contractors Align, Fusion and EK presented on their current and future plans for the area, whilst representatives from the councils’ HS2 Project Team and the AONB Review Group also outlined their respective roles.

The two hour session included ample time for residents to put their questions to the speakers, and subjects such as Great Missenden, night time working and the River Misbourne’s aquifer were all discussed.

Ground Investigations in Colne Valley and North of Dews Lane

National Grid will be carrying out Ground Investigations north of Dews Lane, starting on the 1st April and lasting for 6 weeks. This is to inform the design of new electricity pylons, which are being relocated from the Colne Valley.

Align will be carrying out the following works at the North Portal (the north end of the Chiltern Tunnel) starting April 2019 and lasting for 4 weeks.

The following works are taking place at and nearby the Chalfont St Peter vent shaft, having commenced on 18th February and continuing until Friday 15th March 2019:

Notice of Works around Great Missenden up to end of September 2019

A number of works will be taking place around Great Missenden until the end of September 2019. These are as follows:

  • Archaeological investigations around the location of the temporary haul road

  • Construction of the temporary haul road

  • Relocation of low voltage power lines

  • Widening of the Frith Hill exit onto the A413 roundabout

  • Widening of Link Road and the exit on the A413 towards Wendover

Notice of Works - A412 Denham Way up to 31st August 2019

As part of the preparation works for HS2, works contractor Align are carrying out enabling works near Denham Water Ski Club on the A412. These works commenced on the 2 January, and will continue until 31st August 2019.

Night Time Closures at Hornhill Road for HS2 Works

Hornhill Road will be closed from its junction with The Hawthorns to the west of the M25 across to Shire Lane to the east of the M25. Diversions will be in place, with the closure expected to be from Monday 15 October to Friday 26 October.

£1.3million has now been awarded to communities along the Phase One line of the route, with 21 projects being supported thus far.

Notice of Works: Closure of Hornhill Road

HS2 will be undertaking an overnight closure of Hornhill Road to the east of the M25, to enable safe completion of the temporary link road from Hornhill Road across to Shire Lane/West Hyde Lane.

Works will commence 25 June for three weeks, with the closure from 8pm to 2am the following morning.

HS2 Contractors to Deliver Engagement Events

HS2 contractors Align are scheduled to deliver a set of events to provide an opportunity to find out more about the emerging design of the Colne Valley Viaduct and Chiltern Tunnel South Portal at an early stage, as well as what it may mean for the local area.

These events will be held on:

Notice of Works: Road Closures in Great Missenden

HS2 will be undertaking vegetation clearance work on the A413 Great Missenden roundabout from 12th to 13th March. This work is in anticipation of the construction of the haul road which will be accessed off the A413 from the Link Road roundabout in Great Missenden.

HS2 Reveals Colne Valley Viaduct Specimen Design

HS2 have revealed an outline concept for the Colne Valley viaduct, which will help inform development of its final design and will be subject to consultations and discussions with local communities.

The concepts were developed by independent specialist architects Martin Knight Associates in consultation with the Colne Valley Regional Park Panel, and the HS2 Independent Design Panel, consisting of world-leading architects, designers and experts in sustainability. The viaduct concept document explores a range of options and ideas for how it can sensitively and aesthetically sit within the Colne Valley, whilst addressing the technical demands of the project. It will help to inform further design work and technical development by Align, the main civil engineering contractor for HS2 between the Colne Valley Viaduct and the northern portal of the Chilterns Tunnel. Align will engage with the local community on these designs in Spring 2018. 

HS2 Limited are setting up community engagement events in the Spring so people can comment on the design proposals. As soon as we are aware of the dates for these we will publicise them.

Notice of Works for A413 and Haul Road

HS2 Ltd have released a Notice of Works factsheet setting out details of the forthcoming work in preparation for the construction of HS2. These works relate to the planning and design for alterations around the two roundabouts on the A413 outside Great Missenden and how the haul road from the A413 will be constructed.

Topographical Surveys to Start in Great Missenden

HS2 contractors will commence their non-intrusive topographical surveys from 8th December in Great Missenden. These works are anticipated to begin along the highway and then move into the fields. HS2 have stated their should be no impact on the flow of traffic along these roads and a sign will be erected to inform drivers.

HS2 have published a report that provides a breakdown of HS2 enquiries relating to the county of Buckinghamshire over a period of 6 months this year compared to 2016.

HS2 to Start 3-month Survey Works in Chalfont St Giles

HS2 Ltd have served a formal legal notice to the Council to inform of their scheduled survey works from 4th December 2017 to 28th February 2018 in Chalfont St Giles.

Chilterns AONB Review Group Produce Draft Detailed Design Principles for Consultation

The draft DDP has been produced in response to an Assurance provided by HS2 during the Parliamentary Process, namely that this guidance document would be used by their contractors to inform their design through the Chilterns AONB.

£30 Million for Road Safety Fund Announced

The government has announced confirmation of £30 million to improve road and cycle safety in towns and villages along the HS2 route. The funding stretches across 13 areas along the Phase One route with further details found here.


Colne Valley Panel AMP Published Online!

The Panel has continued to work towards its objectives with a major step forward with the publication of the Additional Mitigation Plan (AMP). The objective of the AMP is to identify additional landscape and ecological mitigation and enhancements within the CVRPP, in furtherance and beyond the mitigation proposed within the HS2 proposed scheme. This may encompass proposals within and outside present HS2 Act limits.

Chalfont Lane Closure

HS2 Ltd have delayed the closure of Chalfont Lane, which is now due to close on Monday 27th November. Road signs have been erected to reflect this new date.


HS2 Woodland Fund

£1million of grant funding has been made available by the Forestry Commission on behalf of HS2 Ltd, to help local landowners create new native, broadleaf woodlands and enhance existing ancient woodlands.

Applicants within 25 miles from the Phase One route are encouraged to apply.

Environmental Monitoring Reports Published

HS2 Ltd have published their first monthly air quality and noise monitoring reports, initially for London. Publications are a requirement of the HS2 Code of Construction Practice and can be found here.


Archaeology works to commence at Ashwell's Farm, Chesham Lane

2 days of archaeological surveys are to start on the week of 6th November 2017, which will result in contractors COPA Ltd operating between 8am and 5pm, with an excavator and additional vehicles moving equipment to and from the site.

Works at Lower Stone Meadows in Chalfont St Giles

3 months of survey and investigation works is due to commence from 2 October 2017 to 31 December 2017 at Lower Stone Meadows in Chalfont St Giles. This work will involve both non-intrusive and intrusive ground survey work in the area.


HS2 Site Works in Chalfont to start on 29 August

12 weeks of site works is due to commence at the end of August along Chalfont Lane and either side of the M25 overbridge, which will result in contractors operating between Monday and Friday 8-6pm, with estimations of increased levels of traffic and noise.

Groundwork announces independent panel meeting dates

The adminstrators of the Community and Business Fund applications have announced the meeting dates of the Indepdnent Panel for 2017. Groundwork makes assessments on those applications seeking under £75,001, however any applications seeking in excess of that figure (capped at £1 million) will be assessed by the Independent Panel.

  • 27th September 2017

  • 14th December 2017
